The following women are the only current female heads of government in the world. They make up only 5% of the heads of government in the world, while women are approximately 51% of the population of the world.

As you can see if you compare this article and map to the one here, you can see that there are significantly les women serving as the head of government of a nation that there are serving as head of state. This is revealing in that the position of head of state is historically an entirely ceremonial role with (normally) absolutely no power in comparison to the head of government.
